Since 1 July 2026, goods imported into Armenia from third countries and cleared under the "release for domestic consumption" procedure must be accompanied by a conformity assessment document presented to customs. The requirement was set by Order No. 926-L of the Minister of Economy of 2 April 2026.
It covers eight of the 24 EAEU technical regulations that Armenia applies:
- Perfumery and cosmetics — TR CU 009/2011
- Certain types of fuel — TR CU 013/2011
- Certain road construction products — TR CU 014/2011
- Fruit and vegetable juice products — TR CU 023/2011
- Specialised food products, including dietary therapeutic and preventive food — TR CU 027/2012
- Tobacco products — TR CU 035/2014
- Liquefied hydrocarbon gases — TR CU 036/2016
- Packaged drinking water, including natural mineral water — TR EAEU 044/2017
What changed
The technical regulations themselves are not new. They already apply in Armenia, and products in these groups already needed a declaration or certificate of conformity to be placed on the market. What changed is where the document is checked. Customs now asks for it at clearance, so a missing document holds up the shipment rather than surfacing later in market surveillance.
The State Revenue Committee announced the change in June and named five regulations: 009/2011, 023/2011, 027/2012, 035/2014 and 044/2017. The Ministry of Economy's August statement gives eight, adding fuel, road construction products and liquefied gases.
An EAEU certificate or declaration registered in any member state is valid across the union, so a document obtained elsewhere in the EAEU can be used for import into Armenia. The document has to exist before the customs declaration is filed, and its number is entered in the declaration.
