EAEU TR 048 on Energy Efficiency postponed again to 2028

The Eurasian Economic Union has once again postponed the entry into force of Technical Regulation TR EAEU 048/2019, which sets requirements for the energy efficiency of energy-consuming devices. The new effective date is 1 September 2028, three years later than previously planned.

The deferment was proposed by the Russian Federation and supported by industry actors, notably the “Fair Position” Association and Russia’s Ministry of Industry and Trade. The decision reflects a broad consensus that additional time is needed to align technical requirements, labeling formats, and conformity assessment frameworks across EAEU member states.

The extension aims to allow completion of the secondary-level legislative framework necessary for effective implementation — including harmonized standards, label designs, and testing protocols.

TR 048/2019 applies to a wide range of products, including refrigerators, electric motors, televisions, standby devices, washing machines, lamps, pumps, air conditioners, and fans, as specified in its annexes.

Once the regulation takes effect on 1 September 2028, a transition or adaptation period is expected to follow. Historically, such periods have lasted about two years, during which existing certificates issued under national rules may remain valid.
