From 1 September, Rosaccreditation will archive certificates and declarations that carry the tag "as amended 23.12.2021" in the registry. At least 6,000 active declarations appear to carry it for products the deadline does not cover.
OneWindow, with other certification professionals, is asking the agency to confirm the scope before the date. Nothing has been archived yet.
The rule and the criterion
The deadline comes from Resolution No. 1403 (RU · EN), and it is conditional: documents lapse on 1 September 2026 only for products whose GOST standards were changed by Resolution No. 642 (RU · EN) last May. If a product was left alone, its documents are unaffected.
The tag does not record that. It records which version of a list entry was selected when the document was filed — a different thing.
Many tagged documents do cover products the resolution changed, and for those the deadline applies as intended. Others cover products it never touched, and the tag does not distinguish between the two.
Which products
Those outside the deadline include current and voltage transformers, switchgear, lithium and nickel batteries, particleboard, plated tableware, glass vacuum flasks, disposable lighters, inflatable rowing boats, asbestos brake materials, and blank cartridges and related ammunition components.
Between them they account for at least 6,000 active declarations plus a small number of certificates, registered from 2022 onwards. That comes from a partial review of the registry rather than an official count, and covers only the categories checked so far, so the figure is a lower bound.
How the tag gets there
When a declaration is filed, the applicant picks the product from a dropdown that still offers two entries with identical wording, differing only by an old date at the end that the field cuts off — so on screen there is nothing to tell them apart.
The request
The agency is being asked to confirm the deadline applies only where standards actually changed, to publish the list of changed products, to stop treating the tag as grounds on its own, to remove the duplicate dropdown entries, and to restore any document archived without basis. It holds both sides of the data, so the list is a straightforward query.
The statutory reply period is 30 days, which puts an answer after 1 September rather than before — much of the reason for raising it now.
If you hold Russian documents
Open your active certificates and declarations in the public registry and check the first screen for the tag. If it is there, save the record — status, dates, validity — before the end of August, and check whether your product was in fact changed by Resolution No. 642. That is what the rule depends on, not the tag.
Rosaccreditation's response will be published here once it arrives. Companies uncertain whether their documents fall into the affected group can send them to us for a check against the registry.
