Kyrgyzstan: accredited bodies to register EAEU declarations

From 1 November 2026, accredited certification bodies in Kyrgyzstan will register EAEU declarations of conformity themselves. Until now, this was done only by Kyrgyzstandart, the state Center for Standardization and Metrology. The bodies must obtain national accreditation by 1 September 2027 or lose the right.

Cabinet of Ministers Resolution No. 445 of 29 June 2026 amends Government Resolution No. 20 of 28 January 2019 on mandatory declarations of conformity. It applies to declarations under 18 EAEU technical regulations. Accredited certification bodies listed in the EAEU Unified Register will be able to register these declarations directly.

The regulations covered:

  • CU TR 005/2011 — packaging
  • CU TR 006/2011 — pyrotechnics
  • CU TR 009/2011 — perfumery and cosmetics
  • CU TR 013/2011 — motor and aviation fuel, diesel, marine fuel, jet fuel, fuel oil
  • CU TR 015/2011 — grain
  • CU TR 017/2011 — light industry goods (clothing, textiles, footwear, leather goods)
  • CU TR 021/2011 — food products
  • CU TR 023/2011 — fruit and vegetable juices
  • CU TR 024/2011 — oils and fats
  • CU TR 025/2012 — furniture
  • CU TR 029/2012 — food additives, flavourings and processing aids
  • CU TR 030/2012 — lubricants, oils and special fluids
  • CU TR 033/2013 — milk and dairy products
  • CU TR 034/2013 — meat and meat products
  • CU TR 035/2014 — tobacco products
  • EAEU TR 040/2016 — fish and fish products
  • EAEU TR 044/2017 — bottled drinking water, including mineral water
  • EAEU TR 051/2021 — poultry meat and poultry products

The rules add three layers of oversight:

  • Bodies report all registered declarations to the Ministry of Economy and Commerce every month.
  • The sanitary-epidemiological service and the Environmental and Technical Supervision Service will monitor and check declarations.
  • Violations are handled under the Code of Offences.

Bodies that are not nationally accredited by 1 September 2027 will no longer be able to register declarations.

The government says the aim is to reduce the risk that Kyrgyz conformity documents are not recognised elsewhere in the EAEU.

That risk is real. Since February 2026, Russia can terminate on its territory, for 12 months, all documents issued by an EAEU certification body after three suspensions in a year. Rosaccreditation has terminated the documents of at least ten Kyrgyz bodies in Russia, most recently MobiLab from 30 September. In May, Kazakhstan declared 1,113 EAEU documents invalid; 742 of them were issued in Kyrgyzstan.

If you place goods on the Russian or Kazakh market under a declaration registered in Kyrgyzstan:

  • Check which body registered it and whether that body is on Rosaccreditation's list of blocked bodies.
  • Keep proof that samples were actually imported and tested. Russian customs and Rosaccreditation now ask for it.
  • For new declarations, prefer a body that already holds national accreditation, or one that can show a clear path to it before September 2027.
